Chi Fu Fa Yuen on Chi Fu Road, Pok Fu Lam, was completed in phases from 1978 to 1981: 27 blocks and 4,328 flats from 431 to 957 sq ft — one-bed 431–433, two-bed 439, three-bed 588, top-floor three-bed 809/845 and low-rise 957 sq ft. At over 45 years old, a renovation usually means renewing all wiring and plumbing, waterproofing the kitchen and bathroom, and replacing the windows. In October 2026 we quoted and signed a 439 sq ft two-bed in Block 14: interior works about HK$358k, including new windows and scaffolding. What a 48-year-old building needs

48 years old: what to check

  1. 01

    Rewire and replace the consumer unit

    After 20+ years the original wiring and consumer unit rarely suit today's appliance loads. From our quotes: a new single-phase consumer unit is about HK$6,500–7,000; each 13A socket about HK$800–850.

  2. 02

    Replace hot & cold water pipes

    Old pipes sit inside the walls, so the economical moment to renew them in copper is while the walls are open. From our quotes: about HK$14,000 per kitchen or bathroom.

  3. 03

    Mandatory Window Inspection (buildings 10+ years old)

    The Buildings Department serves notices on private buildings aged 10+ (except domestic buildings of 3 storeys or less) every 5 years; owners appoint a Qualified Person to inspect every window, with repairs by a registered contractor.     Mandatory Building Inspection (buildings 30+ years old)

    Private buildings aged 30+ (except domestic buildings of 3 storeys or less) must have common parts, external walls and projections inspected by a Registered Inspector every 10 years.     Redo bathroom waterproofing

    Whenever bathroom tiles are relaid, the floor and wall waterproofing is redone (we use Sika 107) and water-tested before tiling — bathrooms are the most common source of leaks into the flat below.

    From our work at Chi Fu Fa Yuen

    Our project replaces every window: about 106 sq ft of window, with the colour change, scaffolding and insurance coming to about HK$63k — roughly 18% of the interior works, so budget for it before signing.

Statutory rules follow the government sources linked below; estate rules (working hours, deposit, lift protection) follow the management office's latest notice — we confirm them before work starts.

    Management-office application

    Most estates require a renovation application, contractor and worker details and a deposit before work starts; working hours, lift protection and debris-removal times follow the management office's notice. We handle and confirm all of it.

  2. 02

    Noise: no powered tools at night or on holidays

    Under the Noise Control Ordinance, construction work using powered mechanical equipment — renovation included — between 7pm and 7am, or on Sundays and public holidays, needs a Construction Noise Permit.   3. 03

    Window replacement is a Minor Works item

    Repairing or replacing windows is generally Class III item 3.6 under the Buildings Department's Minor Works Control System: it must be done by a prescribed registered contractor, with documents submitted within 14 days of completion.     Gas work by registered gas installers only

    Structural walls and beams stay put

    Before opening up a kitchen or moving walls, confirm whether the wall is structural. Structural alterations need Buildings Department approval; only non-structural partitions can be removed. We check this at the site visit.

A 439 sq ft two-bed: sliders and light

Sliding doors for the kitchen and bathroom free up the swing space of hinged doors, and a track-light channel spreads light evenly so the small living room feels wider.

Change the window colour while you're at it

Powder-coating the new frames in bronze suits a timber interior; the colour change is a small extra (about HK$6,200 in our project).

How old is Chi Fu Fa Yuen?

Chi Fu Fa Yuen was completed in phases between August 1978 and June 1981, so it is about 45–48 years old in 2026 — within both the Mandatory Building Inspection Scheme (30+ years) and the Mandatory Window Inspection Scheme (10+ years).

What layouts are there?

One-bed 431–433 sq ft, two-bed 439 sq ft, three-bed 588 sq ft (Flats B, C, F, G on floors 1–26), top-floor three-bed 809 or 845 sq ft, and the 957 sq ft low-rise flats (3 bedrooms with en-suite and helper's room). We redrew the 439 sq ft two-bed layout from our project.

What does a full renovation cost here?

Our October 2026 two-bed project: about HK$358k for interior works (including about HK$63k for new windows and scaffolding), plus about HK$50k of built-in furniture. Our quote engine prices a comparable full renovation without windows at from about HK$272k.

Do new windows need scaffolding?

Replacing windows high up normally needs external scaffolding and insurance (from HK$4,000 in our quotes; about HK$25k in this project). It is generally a Class III minor works item: done by a prescribed registered contractor, with documents submitted within 14 days of completion.

How long does it take?

Our completed full renovations of 430–520 sq ft took 2–3 months; with new windows, allow extra time for scaffolding and window fabrication.
